It depends on where in Latin America. There are parts of Argentina where Jews are welcome and then there are parts where the Nazi party controls the region. Most of Latin America is anti-semitic. So there are pockets that Jews are allowed to live.

And of course Jews are not welcome in the Middle East, or Russia, or China, or Iran, or --I could list the nations. Just take a tally in the UN - and the list of countries where Jews are not welcome is long.
